Your cpu is a really weak dual core even at that speed. The i3 4130 that is the minimum (doesn't run the game that well at all still) is single core wise over 2x as powerfull and has ht which makes it a fake quad core.
PUBG doesn't run well at all no matter how good a dual core cpu is since it's not made to work on a dual core all that well.
You either upgrade or enjoy 10 fps/crashing.
