Stuttering after upgrade to NVidia GTX 1060

Sorry for long post, first part is important, the other is just details for your better understanding.

I get VERY BAD STUTTERING in almost all games I tried (even League of Legends). In WWE 2k15 for example it drops from 60/ 61 (game's cap) to 40 for a second and it feels like a freeze. Any help? (no background apps, no thermal issues, normal usages etc.)
I upgraded from an AMD HD 6570 2GB to a GTX 1060 6GB. After 2 days of research, the only major things I found are: 1. A lot of people have stutterings in a lot of conditions. 2. Maybe maybe it's because I installed the NVidia drivers before uninstalling the AMD drivers.
I can not reinstall the Windows (8.1 Pro, nothing to do with the Win 10 Creators update) from personal reasons. The card has no problems as everything runs perfectly on Benchmarks and The Witcher 3. The first day I bought it, everything ran ok.
GPU: PNY GTX 1060 6GB XLR8 OC
RAM: 8 GB DDR 1600
CPU: FX 8350 - stock
MOBO: Gigabyte 970A-DS3P

Solution
It could indeed be a driver conflict. Not normal, but possible. Try this...
Run DDU and uninstall all Nvidia and AMD/ATI gfx drivers. Then reboot, and run CCleaner; doing the Clean and Registry portions both. Finally, install the latest gfx driver for your card and OS.
