Help with stuttering in all my games! (What GTA V looks like for me)

WARNING: (Long post ahead, only answer if you're willing to have patience and help me, tnx).
I'd like to start off by saying good evening (It's evening in Brazil). So... I built the PC I'm currently with in 2015 and had major performance problems with it since day one. My first problem was the first motherboard I owned, which was the Asus M5a78l-m/usb3, a cheap Mobo, with 0 support for my processor (FX 8350), it overheated every time I'd put any workload load in it, and couldn't handle my PC's FX8350. So it was a no-brainer for me to buy a new motherboard and I would be GTG, since the temps with stock speeds on the CPU were fine (I use a TX3 Evo, it's ok for 4GHz), and the GPU wasn't overheating, staying around 65-67ºC at 99% usage with my fan curve.
Bought a new motherboard, a Gigabyte 970a-ud3 Rev. 3.0, since I heard the 970 chipset worked really well with a non-OC FX8350 and my budget was pretty low... Got the mobo and things were looking pretty good in the first months, no stutter, no bullshit in games, I was very happy. Now comes the juicy part, 4 months after the purchase I started noticing some frame stuttering, that got unbearable as time went on, with no apparent reason. I mean, temperatures were ok, and everything seemed all right, that made me do everything you could imagine, I used DDU, set my pagefiles to every number imaginable, even 0, putting new thermal paste, REINSTALLED WINDOWS FROM SQUARE ONE removing all my files, downloaded the games that were giving me trouble again (GTA V, Fallout 4, Black Desert Online), used my CPU with and without OC, my GPU too... Everything I could think of basically.
I even gave up on PC gaming for some months because of what happened and for personal reasons as well, but now I'm willing to do something about this again, cause I want to get back into gaming, since I paid for every part I have and it was with my hard earned money, so I deserve this. (Sorry for the rant). Do you guys have any suggestions for something else I should do besides the things I've done? I would really appreciate if some of you did. I'll be posting my specs and GTA V's monitoring on Afterburner.

CPU: AMD FX-8350 Octa-Core 4GHz

MOBO: GIGABYTE 970A-UD3

GPU: EVGA GTX960 4GB GDDR5 Super Clocked

RAM: 8 GB HyperX Fury 1600MHz *2x4*

HDD:1x HDD 750GB Seagate ST3750640NS SATA II 7200RPM (GAMES DRIVE), 1x HDD 500GB Western Digital ST500DM002-1BD142 (I've also tried putting my games in either drive)

PSU: EVGA 500W 80+ Power Supply Unit

Ya, you can see in the Afterburner readout that your Frametimes are all over the place and your GPU is being held back by the processor.

I would say the processor is your issue, GTA V is very CPU-bound. I am running an FX-8370 and it behaves much better at 4.6GHz than it does at stock clocks. If you are up for it, I would try putting a conservative OC on your processor. You should be able to get 4.4GHz on stock voltage, as long as you keep an eye on your temps.

I ran at 4.3GHz for a long time... At 4.4Ghz my PC simply BSODs at any workload, Prime95 and any games I throw at it, even at reasonable temperatures. Forgive me if I'm being dumb, and if there's one thing I know is that the FX8350 is a poorly made CPU, but if I'm hitting 88% of CPU usage in CPU1 tops, how come my processor is the issue? I get some frame stuttering even on Rocket League sometimes, capped at 60fps... I'll try the 4.4 anyways, thank you for your answer!

The temperatures didn't go beyond 52ºC

EDIT 2: 4.3Ghz (As I've had OCd before) shows the same behaviour as 4Ghz, no crashes, but still Frame stuttering like crazy.

My suggestion that your GPU was being bottlenecked is based on the fact that was not being fully utilized at any point and the utilization seems to be jumping up and down much more that I am used to seeing in GTA. Honestly, in a vacuum, the second Afterburner log looks a lot more stable in terms of frametimes and GPU usage.

What settings are you using in GTA? There are several things, such as draw distance, population density, etc. that can have a significant impact on CPU workload.

Is not that FX is "poorly made" it just doesn't perform up to it's potential at stock clocks or with inadequate cooling.

Any suggestions I am making will be pure speculation. There could be an issue with your graphics drivers, your GPU, your RAM, the functional stability of your 4.4GHz OC, etc.

IMO, the second log shows marked improvement in stability. If you can tweak the 4.4 OC to get it fully stable it may help you out. Did you flash the mobo BIOS to the newest version and leave the 24-pin disconnected and CMOS battery out for awhile when you did your clean install of Windows?

I will try setting the voltage to 1.40v on the Bios and I'll surely come back with more results for you. Answering your last question, my Bios is in the latest version FDe 2014/10/07 (Gigabyte's site: http://br.gigabyte.com/Motherboard/GA-970A-UD3-rev-30#support-dl), I for sure reset the 24-pin from my mobo a thousand times to check, after the upgrade too. I also took the CMOS Battery out of the system for 15 minutes since I read that it could help with these stutters I'm having. No luck with that though haha.

Just raising the Vcore is not the only thing to consider when overclocking. You should monitor your core voltage under load to make sure it isn't drooping too much. Load line calibration and VDDC voltage may be needed as well.

Before raising the voltage setting, the first thing I normally do is load the BIOS defaults and then manually fix all of the CPU voltages to their default settings, rather than leaving them on AUTO.

Then I push the Load Line Calibration enough that the Vcore is stable under load. The actual core voltage with high LLC will be greater than the set-point but will not droop under heavy load.

There are several good guides for overclocking on FX, best is to take it a step at a time an do lots of stability testing along the way. I have found that OCCT is pretty good at identifying instabilities quickly and doesn't run as hot as Prime95 or the IntelBurnTest.

Final OC stability testing (for me) is 12 hours of Prime95 custom Blend using 90% system memory AND 24 hours of OCCT. A seemingly stable OC often needs further tweaking to keep it happy long-term.

So, I'm sorry for the ''hiatus'', if anybody was lurking this thread for a solution or idk.
I'm back with some cool as a cucumber results. First off, I'd like to thank HamBown81 for throwing some ideas at me and washing a little bit of my ignorance away. I watched some OC guides on the internet about a Motherboard similar enough to mine (Same BIOS) from Gigabyte with the FX8350 and achieved 4.3Ghz (4.4GHz passed 1 hour in AIDA64 Extreme but BSOD in GTA V). My PC is very stable now, and the frame time is REALLY tight in my opinion now, of course, stuttering happened a little, but even though my eyes are used to see stuttering, I swear I didn't even notice. I messed with some settings that have given me a little boost in fps and stability for my frame rate in the Nvidia Control Panel. I also redownloaded and reinstalled my game just to be sure, and now I'm really happy with my performance since I quit the game for the first time in months because I got ''bored'', not because of some BS Stutters
