The two problems are your APU and the 750 Ti. You can verify this buy running a system monitor like MSI Afterburner while playing the games. Watch your CPU usage, it's likely hitting 100% in the games that don't perform well. APUs were not meant for gaming, they were meant for lost cost general use computers. There's not much you can do about this, besides reducing settings in the game that are more demanding on the CPU than the videocard.

The 750 Ti was an entry level gaming card...in 2014. You can imagine that by now it's even more underpowered for newer games. You can get higher framerate from games that are demanding on your videocard by running at 720p rather than 1080p.

Games like CSGO and League of Legends aren't very demanding...
That system is less powerful than a modern budget low end gaming PC (modern budget pc being something like a G4560 & GTX1050).

Your expectations are wrong, this is not a high end gaming pc, it wasn't high end even when that cpu and gpu first launched years ago.

Yeah unfortunately that system is barely every level. Best bet would be to start saving and get a ryzen system, so board, board and ram, then rebuild with the other components. You could probably sell off some of your components to recoup some costs.

But after that I'd start saving for a better GPU.

Games like CSGO and League of Legends aren't very demanding on the CPU or videocard, which is why they run well on a lot of lower end computers.
