I was wondering if my AMD phenom ii x4 980 would bottleneck my 1050 ti, and if it does which it probably does because its a old cpu but one of the phenom ii x4, how much power would it be able to suck from the gpu? (i dont have the card yet just ordered it)

I would say that you will definitely see some restriction of that GPU. How much? It's kind of hard to say, it really depends on a lot of dynamic factors including your specific use-case.

I was recently messing with my old system to see what I could squeeze out of it. It is running a Phenom II X4 965 BE @ 3.8 GHz and an overclocked GTX 560Ti 448 core. The card is the EVGA Classified version and on air I was able to push it to 900 MHz core and 2325 MHz VRAM.

Playing Grand Theft Auto V, this much slower, much older GPU was getting bottlenecked to about 80% usage by the Phenom, at certain points.

It really depends more on the games you play. More CPU intensive games will suffer some performance hits, however in most games you should be okay. Quite a while ago I paired a GTX 1060 with an Athlon 860k and even with such a weak processor I was still able to play games like Battlefront and COD:IW on high settings no problem. Games like GTA V and Battlefield 1 really wasn't a pleasant experience so in the end I upgraded my processor and motherboard to an Asus Prime B350 Pro and Ryzen 5 1600 for less then £350, so like I said it really depends on the games you wish to play but there are decent budget options to also consider if you wish to upgrade.
