Why is my performance bad?

My friend had a gtx 1060 and it plays games like a boss, so I got myself a gtx 1060 too. The only problem is, that he's computer runs games better than mine. For example, he can play elder scrolls online with ultra-high settings In anywhere in the game with solid 60fps, but I get 40fps with medium settings... Why is he's gtx 1060 better than mine?

As already said by Maxalge, it may be because the rest of your components are bottlenecking your GPU. Usually these components are either your CPU and sometimes RAM. For giving us more chance of solving the question, please list all your components.
