What should I upgrade first?

Looking to upgrade my system very shortly, as my frames are very unplayable right now, even on the lowest settings and resolution, such as on overwatch where I get roughly 20-30 fps on low, 720p. My system specs are as follows:

CPU: AMD A8-7650k
GPU: AMD R7 240
HDD: 1TB 7200 RPM Toshiba
SSD: None

I was thinking about getting a 1070 or 1080 first as I can't stand the framerate for another few months but what are your opinions?

If you ever wanted to upgrade, the APU was an unfortunate choice.
You buy a APU for the excellent integrated graphics.
But, there are no real good upgrades, particularly for a gamer.
If you install a superior discrete graphics card, you will have thrown away the big advantage of the APU.
Then, you are left with a relatively weak cpu. Most games depend on only a few fast cores.

Bottom line.....
What you get with a APU is what you will live with forever.

Do you have the requisite 500w psu for a GTX1080?

If you have the budget for a $600 GTX1080, I suggest you start over.
Buy a modern kaby lake or ryzen processor in the $150-$200 range, spend $60 on 8gb of DDR4 and $100 for a motherboard.
That should leave you enough for a GTX1060
