CPU 5% overclocking by itself? Did I change a setting?

I just downloaded OCCT a few mins ago and realized it said my CPU was 5% overclocked. So i opened up AI Suite3 (Asus motherboard software) and It shows my CPU is overclocked by 5% from 3.7-3.9MHz. I have an i5 4690k with stock cooler at 3.5mHz. I don't want to overclock. is there a way to change this? I do you MSI, but I haven't launched it in a long time, also don't know when this overclock even happend.

Solution
I searched a bit over the net and it looks like a common problem/bug of the task manager since windows 8. Maybe a BIOS update can correct that and an updated intel management engine interface driver (IMEI) could help too.

Have you touched anything in the BIOS? If the BIOS is like my z170 board you can set it on performance mode and it would've over clocked a bit. Set it back to normal if it is changed. Also reset the BIOS to default (it should tell you the command at the bottom of the screen) and that should set everything back to stock settings. The way you did it is fine but you always have to have Intel etu running.

I have never touched the BIOS. So would setting it to default change anything else?

After restart, Intel Extreme Tuning Utility reset back to 37x for processor core ratio, and 39x for processor cache ratio. Is this okay? I feel like it is constantly overclocking? I don't want that necessarily if its going to hurt my system. Idle speeds are around 40-50 C and max core frequency is 3.7ghz to 3.8ghz.

It´s called Turbo Boost. The CPU clocks higher (up to 3.9GHz) if it´s needed and temperature is low enough. Also depends of the usage of how much cores are used.

You won´t have to change anything.

I fired up the BIOS, Not sure what I'm looking for, but I think everything is set to auto, and the thing is set to 35x at 3.500 Ghz. So does this mean it is soley the turbo? or is there another program that is setting it higher? How would you find the program?

Yeah sorry I didn't take the time before to look up the specs of your cpu. It is fine. The cpu is made to turbo up to 3.9 ghz. It is perfectly normal. It won't hurt anything. As long as it is being cooled properly your chip will last most likely longer than the useful life of the system.

Okay. So I'm trying to calm myself down about it and tell myself its normal, but my temps, according to intel extreme tuning utility, is saying 40-50C while just browsing Google chrome. and the speed is bugging me. I thought turbo only kicked in when the computer needed it? I am going to try to clean some dust in a little and see if that improves any. My pc is only a year and a half old, so would the thermal paste go bad that quickly? it was stock cooler with pre applied paste;

Okay, so I ran GTA 5 for about 6 minutes and this is my temps from that.

Do you think it has anything to do with my Ram being at 2400?

Yes It is the stock cooler. I've noticed that when the cpu is running intense, it slows down to 3.65

I have solved the issue. It was my ram speed. My board says it supports 2400, but I guess that is only with overclocking. I set it down to 1600, and now my CPU speed hovers around 2.5 or so under idle. And with usage it goes up, and past 3.5 sometimes, but its not a constant. Temps are a little better now as well.

Just kidding... I reverted it back, and my speeds are still good. I honestly don't know what was causing my system to run like that? I tried running anti virus while I went off to my college class, but my computer went to sleep and and it only went about half way, but detected nothing. So I don't know what was eating up my pc. Weird though, task manager shows 1600, but cpu-z shows the 1200 per stick, making 2400... So I don't know what thats all about.

No I understand that, I'm saying not sure why the task manager shows less. But meh not too worried. I'm going to start looking into overclocking, and posted a thread there to see if someone can post me up a nice guide so I can research this for a bit, while i save up some extra money for water cooler
