Better ?? You must be just starting if you don't know which programs. Tools also depend on OS and specific makes of computer parts.
My first tool is a live Linux distro on a USB stick. Almost any PC can BOOT and run on them on very low HW level.
You also need a bootable virus and malware test for/fix USB or CD/DVD.
Hw testing tools for every make of hard disk you can find, stuff like that.

Solution
It costs a little, one of the best tools you can invest in imo is parted magic. Google it, there is a guy who develops it. I think he charges 10 for a download, but it's worth it. It is a viable Linux distro, but has tools included for testing hard drives, ram, etc. Also has tools to clone or repartition drives etc. Very useful. Even for resetting passwords, all types of stuff.
 
Problem with that version is it won't boot systems with a UEFI bios. It's great for windows 7 and older though. But the newer ones will. IIRC I think once you buy the newer one, you are allowed to keep it though as long as you like. But he comes out with new releases every few months so you can choose to buy them or not. I think he's got a yearly subscription to. I just buy a new one every now and again.
