High end parts aren't always easy to come by in a lot of countries. PC Part Picker does make it easy to sort out what's available and what isn't. Plus since I made that list, some of the bigger companies like Amazon and Newegg have been greatly expanding their reach in countries like India. When I first made that list that wasn't available but now it is. So that said maybe try something like this:

Respecting the time g-unit1111 spent providing the two lists. Yes it is hard to provide list for Indian market for a given Indian budget unless one knows the local market well(or has crazy time to spend on research). g-unit1111 provided both the list with enough margin to include additional taxes and customs charges which takes the budget up to INR3,50,000.

At present Intel i9-7900X is best for 4K Video Editing as well as gaming. Even-though Threadripper has more cores there is no performance gain of it and in-fact performs slowly in some areas if you are using Adobe Premier Pro or the Coral Studio or SONY Vegas. Even in AE it is outperforming AMD counterparts.

I threw in 2 GTX1080Ti for better gaming experience at 4K as single GTX1080Ti is not enough for extreme settings.

Get Windows 10 Pro from local stores or retailer. It will cost you only INR9-10,000 instead of INR14,000.

OP get that RAM before it goes out of stock. Hurry.

Why would you want 2 x 16GB instead of 4 x 8GB for a quad channel system?

But then you get into that whole thermal issue thing which Intel has and Threadripper doesn't. If you're going to be leaving your PC on doing some hardcore video editing, I'd go for the CPU that does not have the thermal issues.

But how much RAM do you really need for video editing? Unless you're setting up a RAM disk (which itself requires an always on PSU) then having more than 64GB is kind of irrelevant.

Unless he overclocks it beyond 4.5 or 4.6GHz there will be no thermal issue. If he wants to hit 4.8GHz or above I would recommend custom water cooling. Below 4.7GHz Corsair H100i V2 is good enough.

Depending on size of videos and required transfer rate having more RAM does help. For 4K videos the data chunks to be transferred are huge so more amount of Memory does help and speed up things in encoding and transfers.

That is my opinion sir what is your take on this.

I thought Threadripper didn't clock that high and even on a modest overclock it wouldn't get as hot as an i9 would, but if you're not overclocking that high, then you're right, it doesn't really matter.

Yes Threadripper cannot be overclocked that high. I was talking about i9-7900X which when is overclocked to 4.5 or 4.6GHz it can still maintain decent temps using Corsair H100i V2.
