GTX 980 fan suddenly spinning constantly at 3500 rpm!

Solution
Get Malwarebytes for free and do a full scan. Did you change any settings like in your bios? I overclocked my CPU once and it manually set my industrial Noctua fan to 3000 rpm and it sounded like a jet plane. If you set something to like "always use best performance" it might be that. Otherwise if your GPU isn't used at all and it's just the fan it might be some manufacturing issue and the card just broke.

Try EVGA precision also. If you're clean and it still happens, the logical thing would be to contact your manufacturer, like Asus or Gigabyte, about the issue and they will give you more details.

So check your GPU usage also, not just the temps.

If this is really the case and you didn't do anything, it might be a bitcoin miner malware. Using your GPU to mine for them.

Otherwise, get a good application like MSI Afterburner EVGA precision. And set the speed and performance manually. And the fan curve (in EVGA precision you have this option 100%)

Use Malwarebytes in the first case and do a full scan.

Thanks for the speedy reply! Yeah I have MSI AB, but it wont adjust speed even if I do a manual curve. Its weird (and bloody loud)

Further info, this only started yesterday, first it was on/off and then after I restart my pc it is constant (from start up). No dust, no damage, temp sensor is working. Its like the fan has a life of its own :(

No changes, overclocking or likewise.
GPU is used for gaming (Ark, Dark and Light etc).
I think ill try EVGA as you suggest and try contacting the manufactorer.

Thank you :)
