Can PCI-E 2.0x16 power a Radeon RX 560?

Upgrading from Radeon HD 6800 to Radeon RX 560 2 GB card for new 4K monitor. HD 6800 had external power but RX 560 2 GB does not and the "typical board power" for it is 80W according to AMD. My understanding is the power limit for the PCI-E 2.0 is 75W or there abouts. The computer won't boot with the new card installed. Do I need to change a BIOS setting to turn on the power to the PCI-E as the old card didn't require it? Or do I need a different graphics card with external power (just bought this one!)? The PS is 800W so no limitation there....

How do I move forward? Stuck using the HD 6800 for now with lower resolution and DP1.1 that my monitor is not happy with and a useless new 4K graphics card. Help!

Does your MB have any video output ? If it does you could try connecting monitor to it, with or without that card and see if BIOS has option to start video on PCIe. You could also reset CMOS, it may help it set it automatically.
Yes. PCIe limit should be 75W but that doesn't stop my 460 that has even higher power draw than 560 not to work. It's all up to MB and some can't go over 60W or less. My 460 is drawing less than 15W on normal use. Typically like right now, it's about 7.5W. on desktop and browser with several tabs open + few startup apps in the background.

Thanks, Mike! I can't seem to get power to the PCIe slot. I presume there is a bios setting that turns it on or off. With Win 10 I can't even get into the bios setup any more - what I use to use doesn't work. Can you give me a tip on how to proceed? As is, the card does not seem to work at all when installed - the computer doesn't boot and obviously there are no graphics. How did you do it?

How can Windows 10 prevent you from getting into BIOS? The BIOS key screen pops up before Windows even starts to load. But yeah, you may have to get into BIOS to make sure the PCIe slot is activated. But you should be able to use that card with that slot.
