Issues with installing drivers for Radeon RX560

I have a completely new build and I'm having issues with installing drivers for graphics card.

Monitor works; system is running but it can't fully recognise the graphics card.
I've tried installing drivers both downloaded and from installation CD that came with the graphics card. All of them crashed.
I've tried installing drivers with the internet turned off and antivirus turned off.
I have disabled on-board graphics in BIOS.
I tried uninstalling WIN7 installed standard drivers but they come back even though I disabled WIN7 from installing drivers.
I tried extracting installation package to another hard drive.
I tried DDU in safe mode but the drivers won't install in safe mode. Going back to normal mode makes WIN7 install the same standard drivers.
Nothing works...

What else can I try?

OS: Windows 7 Ultimate, 64bit
Motherboard: Gigabyte GA-F2A88XM-D3HP
Graphics Card: Sapphire Radeon RX 560 2G GDDR5
CPU: AMD X4 845
SSD drive

I have similar problem but with Windows 8.1. I bought graphic card ASUS Radeon RX 560 4GB GDDR5. On original CD were drivers only for WIN7 and Win10.
I have tried install these drivers on system win 8.1. After installation I restart computer. The system did not working with this card. The graphic card was not recognised by system.
Has anyone solved this problem with win 8/8.1 yet?
