So recently I have a laptop (DELL)
i5 5250U 1.6GHZ
GeFORCE GT 920M
8GB DDR3

yet games like Driver: San Francisco and NFS:Carbon still lags at me
Carbon: when drifting (smokes)
DSF: city (drops to 26 fps)

any reasons why?
i beated the system requirements yet i still experience lag

Do your CPU and GPU decrease performance due to lifespan?

No, performance does down due to TEMPERATURE, and laptops are tight on cooling as they meant to be light and small. Also 5250U is VERY WEAK CPU.
you need to lower down requirements on CPU to see anything from this laptop.

lower the game resolution (for example from 1080 to 720) while leaving rest of the settings the same and play the game:
FPS improves - GPU is to blame so reduce settings
FPS remains about the same -> CPU is to blame. do what i suggested in first sentence.
Please note, not every game have settings that will significantly reduce the CPU load (for example AA, particles ETC.
