Can PSU cause GPU coil whine/squeal?

So I updated my system (everything except PSU), and was missing just GPU for 2 weeks. Then I finally from a MSI GeForce GTX960 to an ASUS Strix gtx1080.
As soon as I started the PC, it ran smoothly until I opened up Overwatch to test the fps. Whenever it went over 60 it would make a very audible coil whine (I heard it through my headphones and though it was some mic feedback).
I've thoroughly checked all hardware and confirmed it was the GPU, so I've sent that card back for replacement and put back my 960.
And just now it also started squealing when I opened up WoW, it's never made any noise up until now...and it is really stressing me.
Could my PSU likely be the culprit to making these GPU's squeal? I don't have another PSU on hand to test this, but here are my specs:

ASUS Strix B250f gaming
Intel Core i5 7600
ASUS Strix GeForce GTX1080
Geil super Luce 16GB @ 2133
Kingston 250 GB SSD
Seagate Firecuda 2TB
Seagate Barracuda 2TB
And lastly the PSU...FSP Raider II Edition 550w 80 bronze

FYI, all my hardware is upgraded except the PSU and hard disks
