SSD and hard drive can't be read.

New computer build won't read my SSD or my hard drive in the bios or when trying to install windows. I'm using the "end all" build from /r/pcmasterrace/wiki/builds , and I've tried using 3 different power cords, 4 SATA cords, and all 6 SATA ports which refuse to read my SSD and hard drive, but it will read my DVD drive in the bios with every cord and port. So I decided I probably had something dead on arrival, I went and replaced my motherboard ,still the exact same problem with all the cords and ports. Then I replaced the SSD and the hard drive and I still can't get the drive to spin up. Then I went and replaced the power supply with a higher wattage one and still the exact same problem. The only things I haven't tried replacing which I don't know how it would effect it is the graphics card, RAM, and the CPU. Tell me what I'm doing wrong please, I'm losing hope.

First, Make sure the SanDisk SSD is in the SATA 6/GBs and the WD 1TB HDD in the SATA 3/GBs. Have you formated the HDD and SSD? If not then look it up for your OS and that would be the solution. If you have then im not sure.
