NEW PC.. Quick FPS Stutters in every game I've tried! Please Help!

I just upgraded some parts on my PC, not all quite yet though.

NEW PC Specs:
Mobo: Asus 270z TUF Mark 2
CPU: i7 7700k
CPU Cooler: Corsair H100i Liquid Cooling
GPU: (old) R9 Radeon 270
Power Supply: 850 W
Hard drive: 1Tb (500gb used)

I've looked at the temperatures of everything and all seems good. Is something "bottlenecking" some drivers I am missing?

For EXAMPLE: In CSGO my fps on my old pc was a constant 140-170 (depending on map and situation) However, now i am getting ~300 fps but sometimes my fps will drop down to 90-100 and shoot back up causing a slight lag. PLEASE HELP

My monitor is 144hz... bc of my old set up i have it set at 120hz.
And my monitor is hooked up through DVI in my GPU.. but my monitor isnt the one stuttering i physically see my FPS drop for a second down to 90-100 from an average 280-300
 
Just because a game averages 200+ fps does not mean that very high average can be maintained throughout every second of the game....; high freamrates looking at the ground or a wall are nice, but, in a busy area with 30 players, rates will drop. Sometimes games can stutter if not enough system memory, or, GPU settings too high.

Or, any other WIndows task might strangle it for a few seconds...

Turn off all unnecessary apps, no streaming, no OneDrive, no AV, no Cortana search indexing, etc,....

Ive done these things already. And I understand when alot is going on frames will drop but even with my older shittier computer this didnt happen while just playing a game. (Ofcourse frames on my old pc would drop when something hectic would happen but never just from playing csgo like a normal person like what it is doing now) Would i be correct to say that my CPU is too powerful for my GPU? Causing a slight bottleneck?
