Low gpu usage black ops 3

I have a gtx 1070 and black ops 3 runs at 22-59 fps at 1080p because of the low gpu usage. In other games, its maxed (gta v and fallout 4).CPU usage is around 20-30% as well. How do I fix this? Before you talk about bottlenecking, I have an i7 4790 and 8GB RAM. Is there a way to increase the gpu usage to max in game? (btw drivers are up to date)

Not gonna lie mate black ops 3 struggles with 8GB of RAM. It was only until I got 16GB, it started to become playable (even with its horrific optimisation). My first check on your behalf would to check if your render scale in game is above 100%.
