So i have had my GTX 1070 for about 7 months now and i've noticed that I've noticed that I have been playing a game called PUBG a lot recently but have been getting very low frames on very low settings. My GPu usage never goes above 60% and my cpu usage never goes above 60% either. I have 16 gigabytes of ram and it only seems to be using over 7 gigs of ram.

IS there a reason for why my computer is using under 60% of its resources when i'm not getting over 40 fps on very low settings.
