I recently moved to to escape hurricane harvey I took my computer and covered it with a big trash bag so the rain wouldn't damage anything inside when I got to the hotel I checked the insides and everything was dry I just got home and I plugged everything in just like always it turned on and three seconds later it shuts down I heard this problem happening to other people but I don't think anything is damaged inside my guess is that something wiggled and came undone but please I need advice if anyone has had this problem.
Thank you.

Solution
Try unplugging from the wall and remove the motherboard battery for 5 minutes. This resets your bios so see if that helped. If not nexttry it with just one stick of RAM and test. Swap it out with the other stick and test. Next unplug the drives and see if the system is stable in bios.

First, glad to hear you are safe!

I heard this problem happening to other people.

Sounds to me like electrical surge is causing the issue. Does the PC still do the same thing (powers on for a few seconds) or not power on at all? Also static from the plastic bag might have caused damage to some of the capacitors. The chances of that are really low.

Glad to hear it! Though elbert's answer should be selected as the best answer! It will make it easier for people with the same issue to figure out the solution in the future
