Added Memory Unstable

Hey guys, I added some new RAM to my board (already had 2x4gb sticks and added 2 more of an identical part number - although the heatsink color is slightly different).
I had to really shuffle around the order of the sticks and increase the ram voltage to 1.655V to even get the system to post with all 4 sticks (it would only post with 2 or 3 before that, depending on the order of the sticks; also, they are supposed to run at 1.65V to get the advertised speed).
I wanted to make sure these are stable, so I tested with MemTest64, and it fails within a minute. Light gaming was fine.
Could this be a RAM issue? Motherboard issue? Are there other settings I need to play with?

You fried your ram by increasing the voltage. Who told you to do that? You might increase RAM volts by 0.005V at a time, and test stability. But 0.155v? You definitely destroyed the RAM.

Did you even read my question?
The RAM is designed to run at 1.65V. it is CURRENTLY RUNNING at 1.655V.
XMP Profile 2 runs AT 1.65V.

You still haven't listed much specs, but your Kingston RAM, are they the HX318C10F/4? Because those are 1.5V. So 1.65V would have definitely fried them.
