Cooler Master claim that the i117 has a 5 degree decrease over the i5 Intel Stock cooler. The short answer to your question is yes - it would be better. However if you appreciate an alternative, I can't recommend the 212 Hyper Evo / hyper series by cooler master. They can be picked up for around £15 - £20 and can have a 15 degree impact on your performance. Maybe look into other alternatives before making a decision - I hope this helps.
