Pc failed to boot every time after shutting down and power disconnect

Hello
I have a computer that was perfectly fine and running for 2 years +. last Friday i cleaned it up and reassemble. then it booted with the second try. i thought the bios was banged up so i cleared CMOS by removing the battery. After that i tried to start it but it wont post. All the components start but no display, no keyboard, no mouse. The whole day went like this. then it posted again and 3 days went just fine. Last night is showed the same problem againg. every time i connect it to power after a long break like 8 hours it wont post. i have to clear the bios and wait for long while to post it again. then it run just fine. and the problem occurs again when i shut it down and turn off the power switch of my wall socket.
Things i have tried,
1. Clearing the bios
2. changing the ram slot, try with one ram on 4 four slots .
3. different pci slots for the gpu.
4. removing all the connected peripherals like mouse keyboard.
My Specs
AMD FX 8350
Gigabyte 990fxa UD 3 Rev 4.0
Sapphire r9 380x
8 GB of DDR 3 1333 Bus rams, 2 sticks.
Bloody gaming keyboard
logitech G402 mouse
Antec Neo Eco BR 650 Watt powersupply.
no BSOD or Beep during the problem period what so ever and if it post it runs just fine. Please Help.

I opened it up and dissemble parts like HDD trays, gpu, rams, case fans etc and brushed the dust out of them. That's it

I dont think so. i took out all the power lines. And i am not doing this the first time. i clean my pc once in 4 months. so much dust here. :(

WIth safe Tools of course, like screw driver, used a dry and new paint brush to take the dust off. i am not new to this. i have been cleaning the pc for 2 years in every 4 or 5 month. this time i face the problem.

What precautions do you take to prevent electrical damage? Non-conductive surface, anti-static strap, etc.

Do you use a vacuum on it ever?

Did you discharge the capacitors on the board?

yeah i did. i did it on non conductive surface with all the power lines disconnected.

i did not use vacuum or discharge the capacitors any how. i used non conductive and anti static precautions

Discharging the capacitors is a good thing. It means that you bleed the stored current out of them which they hold even if the board is not connected to a power source.

This is done by holding down the power button while the PSU is turned off and / or unplugged from the wall.

Thank you. i will let you know if it works. i just have to clean the cmos and wait for a long time to boot my pc :(

This is meant to be a precaution against electrical damage. You should be doing this every time you shut down with plans to open the chassis.

The capacitors on the motherboard store current and can hold on to it for a long time. Even with the board completely disconnected from power, it is still possible to short something.

Thank you so much the problem seems gone after i changed the button cell and discharge the capasitors :)
