MSI X99A SLI Plus Will not boot during post but will the second time

Hi there I built my computer about a month ago, then I had to reformatted it the other day. Reinstalled windows just fine, and boot just as it normally did before. Now each time I shut down the computer, and boot it up, it wont boot up during the first time. My fans, lights turn on, mouse and keyboard, but no video output. I tried clearing the cmos and loaded the optimized default settings. After that it loads the bios boot up and goes into windows. The problem still persist after each shut down, but after powering down and back on the second time when the first time did not boot it'll work fine. Please help, Thanks!

P.S I never had this problem back when I first built it and was running fine until after reformatting its not booting the bios screen as normal.

intel i7 5820k
msi x99a sli plus
corsair dominator ddr4 3000mhz 2x8gb
evga gtx 1080 sc

You could try disabling Fast Startup in Windows, it can sometimes cause similar issues. You likely also have a BIOS option for Fast Boot or Fast Startup.

EDIT: Are there any issues with a Restart or is it only with a Shut-down?

Try disabling the Fast Startup. I was having similar issues and it worked for me.

Is the board brand new? You could try replacing the CMOS battery if you have one handy but I'm not sure it is that.

Are you unplugging the computer or switching off the power supply when shutting down?

Unfortunately, failing that, you will have to test each component individually. Could potentially be a PSU, RAM, CPU, or motherboard issue.
