Newly Installed RAM is Detected but Not Usable?

So I have installed more RAM on PC. So it went from 8 GB to 16 GB in a 4x4 array. My UEFI settings detect all 16 GB of RAM but Windows 10 states that 16 GB is installed but only 7.95 GB is usable. Can I get any help?

MOBO: ASRock Fatal1ty Ab350 Gaming K4
CPU: AMD Ryzen 5 1500x
OS: Windows 10 64 bit
GPU: Gigabyte GeForce GTX 1060 Windforce OC 3GB

When you go into task manager - performance, what does it show at the top of the graph for 'memory usage'? Is the whole 16 there or just 8?
I've heard of this happening with unmatched RAM sticks and messed up BIOS settings but never seen it myself. Start with resetting any OC settings. Also, is your Windows 10 up to date?

It shows the whole 16, I haven't messed with ocing on my computer yet. Also, my windows 10 is up to date.
