Getting a constant 95-97% CPU usage when running games in steam with this setup, but with temps not going over 50 degrees celsius

Intel core i7 7700 (non K)
Asus Prime B250M-A motherboard
Cryorig H7 cpu cooler
GTX 1070
5 Cooler Master Jetflo case fans
16G RAM

Is this normal or is there something I need to adjust?

No. CPUs are meant to be used.
As long as you have adequate cooling and keep the voltage and temps down you will probably be replacing it waaaay before it craps out on you.

Will sit at about 3% which I'm happy with, it just doesn't seem to take much to cause it to spike up. But in terms of a few hours of gaming each day at usage that high, will I be at risk of damaging my CPU?
