Cpu over temp error

my problem:
List any error messages and symptoms. Be descriptive. so i just finished building my pc today i hook everything up and i start in for the first time, at the start everything seems to work, everything is detected that i know of and it looks fine, within 30-120 sec my bios temps are at around 89-90 C and if i restart the pc at that time i get a "Cpu over temperature error" ive made sure that the connectors are connected correctly and i can se that the fans are spinning on my AIO (its plugged to CPU_FAN) i can hear in the start of the pc the pump working and all the other stuff on the pc like ram and gfx is lighting up. I really dont know how to continue since it just keeps stating that "Cpu over temperature error" after alittle bit.
what ive done so far:
i have removed the controller for the phanteks fan controller tried removing the cooler and reinstall it (did not switch Thermal paste) ive rebooted the whole system and disconnected power and reconnected power.

Solution
Is the x62 fully plugged in? Should be a Sata power cable, USB2 and the 3pin to the cpu_fan header. In bios, make sure to disable cpu smart fan or q-fan. You did use the correct standoffs? There's a set of 4 silver and 4 blackish, the silver are Intel, the dark are amd. Use of the wrong standoffs can mean a loose pump as the cpu socket heights are different.
