Ryzen 7 1700x won't overclock

OK so the following is my setup

Ryzen 7 1700x
Cooler Master Masterliquid 240 AIO
Asus ROG Strix B350-f gaming
32 GB Corsair Vengeance Lpx Ddr4 3200
SSDs:
Samsung Evo 750 120gb(OS)
Samsung Evo 850 250 GB
PNY CS 1211 480 GB
HDD:
1 TB Seagate barracuda
EVGA GTX 1080 FTW
EVGA NEX750B 80+ Bronze psu

I have the DDR4 3200 running at 2933 because anything above that the system will blackscreen. I'm using the DOCP profile.

If I try to overclock the CPU at all the system crashes. I just purchased the Masterliquid AIO and it hasn't helped at all. A matter of fact I believe my Temps are higher than on my Hyper 212 evo. I thought maybe I didn't install the AIO correctly so I uninstalled, reapplied the thermal paste using Noctua NT-H1 using the pea method. Today while I was playing battlegrounds the temp on my CPU hit 74 c which on Liquid seems absurd to me. With the hardware I have I feel like I should be able to hit at least 3.9

Also I have VDDCR in Offset mode +
Offset voltage auto

Also VDDR
CPU load line calibration high
SOC high
CPU power phase control extreme
CPU Switching Frequency 200

Any help would be greatly appreciated. I am about 2 days away from taking back the AIO and 7 1700x and getting an 1800x. I am about the give up on overclocking.

You purchased a motherboard with limited overclocking capabilities. The 350 is "capable" of overclocking, but, not good at it.

It sounds like the core boost feature may still be enabled...

1 thing I am noticing as I sit here looking at the Asus AI suite 3 is that my VDDCR CPU voltage is all over the place. It's jumping from .425 volts to 1.500 volts. When that happens my CPU temp jumps 7-10 c

Sounds like you are not manually adjusting BIOS? I would recommend changing BIOS features manually vs. using a predefined OC %+ or a GUI OC tool.

Yes, stop using a GUI tool to overclock and get into the BIOS. This isn't a cooler or CPU issue - this is an issue with your OC methods.

OK what should I be tweaking? Realize that I can only pick Offset +/- with my bios. Everything that I have done is in bios but I was monitoring voltages with the AI suite

I've come to the conclusion that this motherboard is sh*t. I have done everything. Watched every video, read every article and browsed every forum. The thing that is bothering me the most at this point is not that I can't even get 3.5 out of my overclock but the voltages going from .400 to 1.4 which is causing a 10c temp spike and this is while idle. My uefi only has offset mode for the VDDCR CPU voltage so I cannot even get it at a static state. I am very close to selling this mobo and returning the CPU and Cooler. I am beyond frustrated

It sounds like the core boost feature may still be enabled, and the voltage is dropping when the CPU isn't under load. That would actually be preferable to a constant voltage state....and while 3.5 certainly isn't a very good overclock, it really sounds like PEBKAC. Problem Exists Between Keyboard and Chair.

Take some screenshots of your bios settings and post them. We may be able to figure out something you haven't.

EDIT: BTW, a high LLC setting is generally a bad idea without VERY good cooling on the motherboard VRM.
