gtx 1060 (laptop) clocks

i bought a laptop equipped with a gtx 1060 3gb. going into nvidia control panel, i can see the memory data rate is listed as 8008mhz, so does notbookcheck. however going in game and using msi afterburner, my memory clock doesnt go beyond 4007mhz.
is this ok? is it supposed to be like this?
ps i dont even know what memory clock is, but i just need to know if everything is working properly

Yes that's normal. Memory clock speed for GDDR is kind of confusing as many different numberS can mean the same thing. Here is a quote from newegg about it.

"The memory type for all current gaming grade video cards is GDDR5, which mostly runs at a real clock frequency of around 1000MHz to around 2000MHz. GDDR5 uses what is called "quad pumped" technology, which within one clock cycle can do four data transfers. Thus the effective memory clock, or data rate, is 1000MHzx4 to 2000MHzx4. This makes comparisons easier."
