CPU running at 100% load on desktop. Please Help

As said in the title recently my intel i5 2500 runs between 70% and 100% load even when there are no programs running, this load causes my CPU to run at high temperatures between 70 and 80 degrees celcius. When playing games i see a decrease in performance due to the temperature.

Could this be due to my cpu cooler not being very good or the thermal paste has worn or is it something different?

Any help will be much appreciated.

Sounds like the system has picked up a minor nasty.
First off, download and install Ccleaner and run it to clear out the various .Temp folders that clutter Windows, a lot of annoying, but non damaging stuff tends to reside here, cleaning it out is helpful.
If the above didn't work run Windows Defender, it's not the greatest but it's free and already installed. If you have a large HDD, now would be a good time to make a cup of coffee and grab a good book to read while the scan takes place.
STILL no good? Hit it with something like Malwarebytes to kill of the malware and a anti virus program to disinfect the system more thoroughly.

I use CAM to monitor my temperature and load of the CPU and as i opened task manager the load went from between 80% and 100% to between 4% and 10%. this is really strange.

Dear Squirt19000, I would check your motherboard specifications and see if it is made to be a gaming board, and a compatible CPU or you might Google your cooling fans specifications using the names or model numbers to see if their specifications are compatible for a gaming computer. To find out which motherboard to look up Google the Computers users guide manual or owner’s manual. So, if it is not a personal build and is already a build one then it should be no problem to check its specifications.
