My book vs My cloud

Solution
Both of those are USB connected drives, with extra "cloud" accessible functionality.

Do you just need a USB connected drive?
Do you also need accessibility from outside? Or other "cloud" uploading functions?

If all you need is a USB drive connected to your PC, there are many, many. And all have pretty much the same drives internally.

More details needed.

Like a link to each specific thing you are considering.
What do you want to use it for?
How much space do you need?
How much do you want to spend?
What will you be connecting it to?

Do you need network access to files stored on that drive? Or having it attached locally over USB is all you need?

Edit: While I was answering, you answered as well, and in that case "USB-only" is what you ask for.

BTW, "My Book" is USB-connected external harddrive made by Western Digital. A lot of other companies make external USB-accessible hard drives, and you can make your own as well with USB-to-SATA enclosure, and (almost) any SATA harddrive.
