Intel On board Graphics Dead

I can run Windows using Windows Basic Display driver, but when I install Intel on board Graphics driver the PC is crashing with flickering. I have tried different versions of Windows and different versions of drivers. I am pretty sure this is a hardware problem. I believe the on board Graphics is dead or in some problem.
What is the problem?
Can I fix this problem with a service center repair?

Where did you get the on board driver? Typically you get it from your mobo manufacturer's support page. Is this where you downloaded it from?
