Gtx 1080 underperforming GTX 960

I just got a gtx 1080 (upgraded from a 960) and it runs games at the same settings with less fps. My current specs are an i5-4690k, 8gb ram, 500 gb crucial ssd, and an evga gtx 1080.

What resolution are you playing at and did you upgrade drivers.

I did upgrade the drivers. I've been playing at 4K even with the 960. I have a 4k monitor and want to get the most use out of it. I did some more examining and found out my cpu usage is constantly running near 100%. Not sure what has caused this all of the sudden.

What about the power supply? You're conspicuously not mentioning it OR the name of the game you're playing. There aren't a lot of games people run at 4k using a 960.
