FPS drops at random and stuttering in games, can't seem to find the cause

I've tried so many things over the weeks I've had this problem, but can't find what is causing it. I will list everything I can remember I've tried and my PC specs are at the bottom of the post.

As an example of what happens, I will usually be at 100-144 FPS in the games I play, and at random I will drop to like 70, the game will feel like it froze for a second, then it will go back up and repeat, sometimes it drops to zero FPS and the freeze/stuttering when it happens multiple times in a row is horrible. It seems worse and sometimes my main monitor screen even flickers when I multitask by opening the internet, Youtube, play music etc. on my second monitor.

I've tried:
Updating all my drivers and my BIOS
Monitoring my temps - never above 70 degrees Celisus, usually 60-65C CPU and 50-60C GPU.
Reseating my graphics card and CPU and cleaning my fans and PC out.
Testing the game in full screen and borderless windowed and windowed, full screen does seem more stable but it still happens. I usually play games in borderless windowed as I have 2 monitors.
Replacing my monitor cables.
I thought having a monitor that uses G sync at 1440p and is 144hz with a secondary 60hz monitor at 1080p would cause a problem, so I tried disabling it and it was the same in games, I also tried connecting my secondary monitor to my integrated GPU and my main one to my main GPU, but this makes no difference either.

Many other things I can't remember right now, sorry! I will add them as I remember.

Recently during a game I noticed my CPU frequency was dropping at random and I thought I had found the cause so I changed my power plan settings in Windows to make my CPU run at 100% all the time, and synced all core ratios in the BIOS but this did not fix the random FPS drop problem, although it seemed to help a little bit, but that could just be luck since it's random.

After monitoring my CPU and GPU frequencies and usage, neither of them are ever at full power in any game, GPU usage doesn't seem to go above 20% and cpu reached about 40% max in games such as Dark Souls 3, PUBG, Witcher 3 etc.Could this be the problem?
