Low fps on pretty much all games

Hello all ! I had a problem lately while playing games. I have a laptop Dell M4400 Precision with:
Cpu: Intel Dual Core P8700 @2.53 GHz
Ram: 4.00 GB
Gpu: Nvidia Quadro FX 1700m
The thing is that I do not play very demanding games and I usually played them on low-medium settings with low resolutions and I was getting good frame rates. Now though, the frames are very off on some games like 20 fps, while on other, the game runs fine with 50 fps let s say but when I see something more demanding like a building on fire for example while I look at that certain area my fps drops dramatically, and when i turn my view to something else everything seems to be all right. I have tried literally everything I have seen on the internet trying to fix it but I hadn t got any luck. My cpu temperature usually goes around 60-65 Celsius, while the gpu has like 65-70 Celsius depending on if it is idle or playing. Any help would be appreciated.
Edit: For example on a game like Call of Duty Modern Warfare 2, which is from 2009, I get really good framerates at a lower resolution but higher graphical qualities and I have yet to come with an explanation as of why this can run while other not-so-demanding games do not.

As stated that laptop is not ever going to perform well at gaming. You can try getting more RAM if possible as 4GB is just not large enough. Still, that would be a marginal upgrade.

Yes, I know that my pc is weak in terms of gaming but over time I managed to play a handful of games on low-medium settings. I was getting frustrated cuz overnight everything changed, and pretty much everything was unplayable. Thank you atomicWAR, your solution seems to have fixed my issue.
