Hmm.. easiest route is to upgrade existing. CPU can be upgraded to Core 2 Quad found very cheap on eBay. The GT 1030 may bet bottlenecked by the old CPU, but you don't really have an other choice for CPU. PCPartPicker part list / Price breakdown by merchant

Memory: Corsair - 8GB (2 x 4GB) DDR3-1333 Memory ($57.99 @ Amazon)
Video Card: Gigabyte - GeForce GT 1030 2GB Low Profile Video Card ($69.99 @ Amazon)
Other: Core 2 Quad Q9500 ($25.00)
Total: $152.98
Prices include shipping, taxes, and discounts when available

Now you could save $10 buy going with the Q9400 or save even more by going with used RAM on Ebay...

Now you could save $10 buy going with the Q9400 or save even more by going with used RAM on Ebay and only going with 4GB and a lesser GPU, say GT 730. But all that will mean less performance so it's up to you.

or you could go cheapest possible solution PCPartPicker part list / Price breakdown by merchant

Other: Used GT 730 ($35.00)
Other: 2GB DDR3 Memory Module (Non-ECC) matching speed as existing. ($10.00)
Other: Core 2 Quad Q9400 ($15.00)
Total: $60.00

Or you could use the integrated graphics from the G4600 which is better than a GT 730, but not as good as a GT 1030. But thiss a bit out of your budget and you'd have to reinstall your OS for new motherboard. PCPartPicker part list / Price breakdown by merchant

CPU: Intel - Pentium G4600 3.6GHz Dual-Core Processor ($86.88 @ OutletPC)
Motherboard: ASRock - B250M-HDV Micro ATX LGA1151 Motherboard ($61.87 @ OutletPC)
Memory: G.Skill - Aegis 4GB (1 x 4GB) DDR4-2400 Memory ($34.99 @ Newegg)
Total: $183.74

*Last option would be ten-fold better option than the rest, but only if you're willing to change out the parts yourself. It would give you a solid platform to use for the next years to come. Upgrading an already 10 year old system comes with the possibility of part failure.

i had your same problem. how much fps do you get on csgo or on AA proving grounds? looking at your rig now, you have to upgrade your ram first because it might bottleneck the new cpu you are buying(if you are buying a cpu) or the new GPU(unless its something shittier than a geforce 210)also if you wanna get rid of the blue screen crashes(it happens when you pirate games or other softwares)try deleting something that has been installed recentlly. To find which is the programme thats causing your pc to shut down, try recollecting when this problem started
