Which card should not be bottleneck by your CPU? A whole different question.
You could try starting with a low profile GPU like a GT 1030, your PSU isn't strong enough(probably) to power up a higher end card.
If you aim to game @720p, it should be plenty but if you're looking for a more sofisticated approach, a rebuild is really on the way cause you got some pretty ancient pieces there.
