Is my GPU possibly dead?

Been using my R9 290 for over 3 years. During high usage today pc crashed. Tried to reboot but nothing shows up. These are the symptoms:
- (with GPU installed) After power on, OS or BIOS doesn't boot (cpu light doesn't flash after a few secs). GPU fan spins, monitor doesn't receive signal and NO SIGNAL FROM MOBO DVI PORT.
- If I disconnect the GPU power then then monitors can properly receive video signal from mobo DVI and boot normally.

Attempted fixes (none have worked so far):
- Plug GPU into another PCI-E slot
- Running with only 1 RAM stick installed
- Cleaning dust off everything
- Removing CMOS battery

I don't have another board to test the gpu on. If I take it to some computer shop would they charge money to have it tested?
 
Solution
One more thing you could try would be using another port on GPU - maybe (although unlikely) just output port failed. However all points toward GPU failure. Most shops charge for hardware tests, although since that one should be quite fast (just put it in and see if it gets display), I suppose it is not going to cost fortune. Or maybe you have a friend with PC?
