Horrible Internet Lag Problems --- NEED HELP BADLY

As of one month ago, whether on WiFi or wired, my internet is absolute trash. On WiFi (using modem's wifi) using cmd to "ping www.google.com -t" my statistics are horirble. Within 100 packets sent, I will get 5-10 requests timed out, average ms ping will be 200+, min 20, and maximum 2200. Usually every 5-10 packets are fine (20-40) and then 1-2 will jump to 400, 1000, or even 2000. I wired my computer to the same modem. When running the same test, ping will be min 18, average 24, and maximum 37. The numbers are great. However, I still will get 1-2 requests timed out within 100 packets sent.

Now, I just pinged my modem's gateway and pinged www.google.com at the same time and here are the results (wired):
Ping to modem: 1079 packets sent, 1079 received, 0 lost. min 0ms, average 0ms, max 18ms
Ping to google: 1093 packets sent, 1080 received, 13 lost, min 18ms, average 24ms, max 43ms

I have tested "ping www.google.com -t" on two computers simultaneously, both wired into the modem, and they both get the request timed out at the same time.

Here was a "ping www.google.com -t" on the modem's WiFi:
Ping to google: 20 packets sent, 20 packets received, 0 lost, min 18ms, average 542ms, max 2714ms

I have tried everything. Does anyone know what the problem might be? My ISP said they found no packet loss on my modem and that the outside wires were fine. It doesn't seem that is so.
 
Could be a defective router.
Did you do a reset and see if it helps (unplug the router and mode, wait 2 min. Plug modem and wait for light to be up, then plug in router ) ?

If so I would test directly with modem (only one pc plug and test internet) if this is ok, test with another router.
