Suddenly low FPS in every game, PC worked fine today before restarting.

Hello, to give you an idea what happened to my pc I'll start with the whole story, my HDD was dying as a guy with more knowledge about hardware told me, pc was lagging on everything, even on desktop trying to move my mouse was a pain, I took my pc for repairs and ended up changing the HDD, new HDD I have is 1 TB Toshiba, I know it's not great but it's the best I could afford right now(I'm a student, I do not have good income). they also installed windows 10, I had win 10 before as well, so after getting my pc back everything seemed to work fine I had no problems with my pc whatsoever for like 2 days(100+ fps on ultra in overwatch), well everything seemed great and I was content since my pc started working fine again, I just decided to get a nap and left the pc on sleep mode, when I woke up I restarted it and wanted to play overwatch again, usually what I got was around 43 fps and it was dropping down to 20ish and really rarely going up to 60 for a second then going back down again, it felt like I was playing on a dying pc.

Stressed GPU: everything went fine, except when I first got it max temperature I got was 70c and now it went to 81
Stressed my CPU and it had great results, 0% throttle as well.

I have : i7-6700CPU 3.40, 3.40 ghz
Ram: 16GB
64 bit system, win 10
Geforce gtx 960
1TB HDD from Toshiba, I used to have 2TB hdd from toshiba as well which worked fine for longer than 4 years, I couldn't afford to get better one, but was thinking of getting an SSD for windows and leave 1 TB for D disk, in about 2~3 weeks, but I have no idea what to do now since I have this problem, any help would be greatly appreciated, I have fps drops in every single game including simple games such as league of legends for example.

EDIT: I'd also like to add that, after realizing pc got slow again I decided to reinstall windows myself and see if it worked in any way, I used recovery options of win 10 and deleted everything to start from fresh, still the same problem.
EDIT#2: I benched my CPU again and what I got was 28.1 on single thread(isn't this pretty low?) when I used compare function on cpu-z it was said that single thread should be around 400 and 1.9k on multi thread(with compare function, 2.2k was written on 6700) I have no idea what it means tho. so any help is greatly appreciated.
