CPU spiking to 100% usage for essentially any game, bottlenecking the entire computer

Howdy,

Hoping anyone can assist with a CPU issue. Been running this build for roughly 5 months now with absolutely no problems. Few days ago, upgraded to Windows 10 creator or whatever they were calling it, which caused an infinite amount of issues. Today I reset to an older windows version using whatever default function exists on windows to do so. Since doing this, my CPU has been encountering all types of issues. It only idles between 3-4%, but as soon as I launch any game, it spikes to 100% almost instantly. Nothing particularly cpu intensive either (Dota 2 is causing it to hit 100%) while my gpu is hitting no higher than 38%. Even a game as simple as Binding of Isaac caused it to hit ~60% cpu utilization, which is definitely wrong. The cpu utilization gets so high that it seems to actually interfere with the internet, resulting in massive amounts of ping and even making it difficult to load a webpage. If anyone could recommend any fixes to this, it would be much appreciated.

For what it's worth, the specs are:
MSI Z170A mobo
Intel Core i5 6600k
Nvidia GTX 970

Just some questions:

Does it stay at 100% usage the whole time?
Are your temps high when it is at full load?
Have you overclocked at all?
Do you have any programs running in the background?
Does the game run slower as a result?

To answer your questions:
Yeah, the games are essentially unplayable because the usage stays so high.
No, the temps of the cpu aren't exceeding ~40 degrees
No, never done any overclocking on it
Yes, there are programs running in the background (chrome, discord, etc.) but i'd say 85% of the cpu usage comes from dota 2 and "system" in the task manager
The game is unplayable as a result. It essentially renders the entire computer unusable when the cpu is at 100%, even loading a webpage seems cumbersome for it.

Okay, well I can not see anything that would impede the CPU usage there. Except possibly chrome might not help with that. Here is yet another link that could help you:

You may very well have a virus possibly, or you may need to clean some temporary files, etc.

I'll look into using CCleaner, that may help.
Any antivirus you would recommend trying out. I have malwarebytes and have scanned with that, haven't found anything.
And how would I go about cleaning out temporary files, if you don't mind explaining?

CCleaner would get rid of your temporary files such as browser history, etc.
Malwarebytes is fine. I have Kaspersky, but that is costly.
 
The Creator's Update botched a lot of systems, writing over required chipset and/or GPU drivers and replacing them with default MS drivers....

I'd first gather/reinstall all available chipset drivers, then GPU drivers, then reinstall a game to test.

If that doesn't work, you can try a repair install with an install media created from MS' website...

Have you found a solution to this? I am experiencing the exact same thing. Happy to see that i am not the only one beeing completly butt fckd by MS. Have a similar thread going on but nothing of the suggested things worked for me.
