Unstable wired internet connection at college

I'm having a problem where my internet is cutting out in intervals, I get internet for a few minutes then it cuts out for a few minutes, rinse and repeat. The only indicators I get of the problem are a lack of connection (obviously), a little yellow triangle by the connection icon in the bottom right corner that says "No internet access"(Windows 10), and chrome shows a DNS address could not be found screen. Trouble shooting the connection gives a "Windows could not automatically detect this networks proxy settings," message.

After attempting ever fix I could find on google I wiped my drive and reinstalled windows 10. The issue has carried over to the clean install. Now I'm stumped, I only have a couple programs installed now and haven't done anything that could infect my computer yet, but I have run numerous antivirus and anti-malware tests that have come up empty. All of the other possible solutions also flopped, such as using a new DNS, flushDNS, ipconfig release/renew, system restore, reinstall, update drivers.

I've had this issure before to which the solution was removing avast antivirus as it was cutting off the internet for some reason. Now I don't have avast nor any antivirus, save for windows defender, and the problem still exists. Disabling windows defender has no effect.

Note: My neighbors are not reporting this internet issue and therefore I am convinced my machine is the source of the problem. Also, it is worth noting I live in a dorm and do not have access to the router or network.

Solution
I'm not convinced that it's your PC. Put in an IT ticket and have them check the ethernet wall port and also swap out the cable from the wall port to your PC.
