"New" (to me) build - smooth with newer games, but annoying pauses/stutters with older games?

I generally run a generation (or five) behind PC builds. So my new build is:

  • Asus Sabertooth X58
    Radeon HD 5770
    i7 920
    12 GB ram
    Kingston V300 240GB SSD
    Windows 7 64 bit

I have this weird problem where older games (F.E.A.R., Dead Space 1, Half Life 2) run smoothly with the exception of annoying 1-2 second pauses every 20 seconds or so. Gameplay in between is buttery smooth. The pauses don't seem to correlate with transient events in the games at all.

What's weird is that running modern games (Civilization 5, Little Nightmares, Far Cry 3) is fine. This only seems to be happening with older games. And doesn't seem to be related to graphics settings, FPS, or temperature.

A friend told me it might be Windows Defender which I disabled and it still persists. Then I realized Windows and my MoBo were in IDE mode so I changed both to ACHI thinking I found my problem, but it persists. I lowered all windows security settings thinking they were intruding, and it persists. At this point I'm at my wit's end.

Any ideas?
Cheers.

It could be the game. If this is off of steam go into the comments, select for negative and read carefully. The older the game is, the less likely it is to be ported to newer operating systems or at least ported well. And when it is, it'll often have strange glitches. Most recent example that comes to mind is when I played through the witcher series. Witcher 3 was smooth as butter but witcher 2 and especially 1 had such strange graphical oddities, and this is with an enhanced edition meaning port to newest systems. I can only imagine what it would have looked like without a port.
