Hey I had a 400w PSU in my case and upgraded to a 700w for my 1060 6gb. Right after I had plugged in everything I turn the computer on and I get a blue screen saying

Your PC/Device needs to be repaired
The operating system couldn't be loaded because the kernel is missing or containing errors.

File: \windows\system32\ntoskrnl.exe
Error code 0xc0000098

Right after getting the screen, my PC would shut off.

Oh and I also switched back to the 400w psu to see if the new psu was actually defective and I still got the same error :/

I'm taking suggestions and I greatly appreciate the incoming help

I would check all of the power connections. make sure the power to the CPU connector is plugged in. make sure the supplemental power is connected to the GPU. make sure you did not unplug the CPU fan.

on the motherboard connector make sure that the conductor did not pop out of the back of the connection harness. It sometimes happens when you push the connector onto the pins.

also, check for a grounded out USB port. something like a metal case touching the USB port. The port shorts out, then protections circuits can shut the system down.
"..The operating system couldn't be loaded .." means the hard drive is not there. Likely you bumped a wire or two while you were installing the PSU. You can verify this by getting into the BIOS and looking at installed devices -- see if the disk drive is there.

To fix: Start with the cables for the disk drive, remove and replace at both ends (one connection at a time is less likely to end up plugging wires in the wrong place). Do both the power and signal cables at the MB, disk and if modular PSU at the PSU.

IF still no good then post again. Next step is remove your current drive, throw in a spare drive and see if win10 installs cleanly.

To confirm: system was working, no problems. You swapped PSU only, not PSU and new video card. System BIOS said "The operating system couldn't be loaded " on next boot. Replacing old PSU does not help.
