Can i play Dota 2,Cs-go,Overwatch,Heroes of the Storm basically all e-sports titles @ 1440p ultra details with a Gtx 1050 ti.
60 fps will do not looking for 144fps.

Also what budget cpu/cheapest cpu should i pair it with ?

Solution

if u already saw some benchmark that proves it is capable enough for 1440p@60, then it is, but just remember that each people will receive different perfomance even on a same part

also remember that, with more resolution the FOV should be wider as the website i gave describe, so it would be a disadvantage to a certain degree (for a FPS player) but after some time, u should be fine with it

uh wait what?
remind me again, why do u want to play e-sport title on 1440p, when the most competitive player prefer to play on lower resolution?
the higher your resolution goes, the smaller everything will be, and u'll be at disadvantage that way (unless u had eagle eye or some sort of superpower) moreover, i don't think that GPU will hold it at stable 60 fps on 1440p@ultra (i'm playing at 768p and in most case it hold out at 90-110 fps for dota and 120-140 on csgo) [the fps part is personal opinion]

back to your question:
most likely between g4560 / Ryzen 3 should be able to handle e-sport title just fine (as both already had at least 4 thread)

as i dunno how much does the resolution affects the fps, i can't really say, that's why i just predicted, but if u already saw that some people can do that, then it should be fine

but about how the resolution works, it's true, the higher ur resolution is, the smaller everything will be, that's why people with 4k desktop had such small shortcuts
(everything in the computer are measured in pixels, since ur resolution got higher, while the pixel size stayed the same, of course everything would be smaller)

Edit: sorry looks like i looked into an unreliable source and messed up, see this instead: http://clutchround.com/csgo-the-ultimate-resolution-guide/
resolution does affect your gameplay, just not in that way
again, sorry for the wrong info :(

Not how resolution works. Icons on the desktop are smaller at 1440p than 1080 until you select the scaling in windows then can be the same if you want them to be.

In games, what you see is sized the same regardless of resolution. It just looks better at higher resolution because of higher number of pixels. BF1 bad guys are the same size whether I run at 1440p or 1080. I run 1080 for higher framerate. Same reason csgo players low res - framerate.

Quoted from the website http://clutchround.com/csgo-the-ultimate-resolution-guide/:
" The new image size seems huge and your eyes have to concentrate on more pixels – the bigger amount of visual information is unfamiliar for your eyes and your brain. So the biggest advantage of a 4:3 resolution (beside more FPS) is less visual information for your eyes, which allows your brain the process the information faster.

n the meantime a lot of professional players switched to a 16:9 resolution, but “4:3 vs. 16:9” is still a hot discussed topic. Usually an experienced Counter-Strike player has a very good crosshair-placement, so the important stuff on the screen happens around his crosshair. However, we saw some hilarious resolution fails on big competitive tournaments over and over again, where players passed each other without seeing due to the limited field of view with 4:3.

In the end you can say there is no real reason to play with a 4:3 resolution, if your machine is capable of running the game on stable 120+ FPS on your native resolution. On the other hand you could minimize the disadvantage with good crosshair-placement, great timing and experience, if you really prefer the smaller field of view and more frames per second."
