MSI Gtx 970 Not using all of its Memory

I am currently running a GTX 970 and while most games I play experience little to no fps drops I experience constant drops when playing a game called RUST. At first I didnt think much of it but as time progressed It has now become increasingly annoying. I checked Msi afterburner and found that my card is only using around 2100mb of its memory I searched for similar problems but couldnt fix it. I dont understand very much about computers but any help would be appreciated
 
The amount of GPU memory that a game uses depends on the game textures, screen resolution and use of anisotropic filtering (as setting in the game's grpahics config). Some games will use more, some less, you don't have to worry because this game only uses 2,1 GB, it's perfectly normal. If you are experiencing frame drops, it's due to something else, not to the amount of RAM your GPU uses. Now, what is the cause of those drops? Go wonder, it could be basically anything (could be your CPU, the game servers, what-not).

I checked my temps and my GPU doesnt go past 70 my cpu stays at around 56-60 and it usually happens when rendering the map as the game is an open sandbox. If the game only uses 2 GB then I dont understand why my 970 wouldnt be able to run it easily.
