Received replacement motherboard, but new problems arise

So i originally sent in my motherboard for rma because of a bios brick after it crashed during a bios update in order to fix the issue that it crashed really often and the monitor immediately went to sleep after logging into windows 10 or just instantly turns black after logging in and goes into sleep mode afterwards.

I do remember that i removed the cpu accidentally when i tried to remove the cpu fan while the socket was locked. (Could that be an issue?)

So after i received the motherboard i reinstalled it and booted up windows 10 and immediately had the same problem: it boots up and the monitor goes into sleep mode or it says "usb device causes overcurrent, will shut down in 15 seconds"

Should i send in the entire pc for rma?

RAM: 8 GB Corsair Vengeance DDR4 2400 mhz
SSD: 128 GB WD Green M.2 Sata ssd
HDD: 1 TB Seagate 7200 rpm hdd
GPU: Gigabyte Windforce Gtx 1060 3 gb
MOBO: MSI B350 PC MATE

Sounds like a whole lot of user error is going on here, I doubt there was anything wrong with the first motherboard.

You pulled the CPU out of the socket while it was locked? Was this on this mobo or your previous one? It's possible you could have damged the CPU socket or the pins on the cpu doing that.

What do you have plugged in via USB? If it's saying their is an over current issue, maybe there is an over current issue. Remove all your USB devices and try again. If it still doesn't boot disconnect your case's front panel USB from the mobo and try again.

The cpu pins seem to be intact (none are bent) and i already have tried the things you've recommended with no success. Even without any usb devices plugged in it has that "usb overcurrent" error.

Then I would pull it out of the case and try to boot it up sitting on your mobo's box or something. If you have two different mobo's giving you the same error, I would say it's safe to say something you are doing is causing it.

Everything USB is disconnected even the front panel? Then I would start checking the USB ports themselves for debris. Something should be causing a short if you are seeing that error.

I did what you told me to do, but it still doesn't work. It wouldn't even post this time, so i reseated the cpu, checked the usb ports, switched ram slots.

But the cpu ez debug led stayed on for the entire time.

Could it be an issue with the cpu?
