I am getting an i7 7700k from eBay at supercheap $25. They are also shipping it for free. Should I considering buying it because I am not sure that it will be okay. Description says its brand new ..but how can they sell it for such a low price as a new one would cost around $400. So should I buy it or not l. Suuuuuuper suspicious.

Likely a Chinese fraud seller, they'll take your purchase, they'll send you a notification that it's been shipped, package up a fake box and mail it to a different address than your's. They do that on Amazon as well. After a while the seller's profile disappears.

for example "Do not buy from this seller. I live in Canada and the item was delivered to somewhere in the Unite States. The seller would not return any of my emails so I had to have Amazon refund my money. They still did not contact me even after Amazon sent them an email."
