Solution
Can look at something like this, this list is the German pcpartpicker so maybe not available or not for the price, but just say so,

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 3 1300X 3.5GHz Quad-Core Processor (€127.90 @ Caseking)
Motherboard: MSI - B350 PC MATE ATX AM4 Motherboard (€82.71 @ Amazon Deutschland)
Memory: Kingston - Savage 8GB (2 x 4GB) DDR4-3000 Memory (€81.19 @ Amazon Deutschland)
Video Card: Sapphire - Radeon RX 560 2GB PULSE Video Card (€107.90 @ Caseking)
Case: Fractal Design - Core 2300 ATX Mid Tower Case (€49.74 @ Amazon Deutschland)
Power Supply: XFX - ProSeries 450W 80+ Bronze...
Say what you use the PC for, For gaming a gtx 1050ti for $150 will be much better than the 460, but you'd also need to upgrade CPU which means new MB and DDR4 instead of DDR3.

Is your current PC one you built? If so on low budget looking for gaming upgrades I'd look for a $150 video card and try overclocking Athlon.

If its a purchased PC likely you can't overlock. Go look on youtube for videos of the games you play with the same Athlon *not overclocked* and various video cards and see if the gaming experience gets better if you stay with the althlon at stock speeds and get better video.

High budget ($600+) gaming builds just asked for builds at your budget, not much will carry forward.

For creating home movies, or internet browsing totally different answers.

a build here is a guide to parts.I could make something cheaper with the Intel Pentium G4560.The Ryzen 1200 is also still a solution.
You would reuse your current harddrive with this.
