Start Without Pressing Power Button & Get Off in Next 3-5sec.

My computer start without pressing power button as i switch on my UPS and get off in next 3-5 sec. After that power button not works, MoBo green led still on. I used long press power button or restart button but nothing works. I switch off the UPS, then again on it then same condition is repeated.
I do myself follow stuff:
1.Clear dust & reassemble it.
2.Checked all cables
3.check the battery
4.Check my PSU (using clip/jumper, it work)
Specifications:
MoBo- Asus M4A88T-M
CPU- AMD athlon II 440
RAM- Kingston 2GB DDR3 1333 MHz
& SK hynix 4GB DDR3 1600MHz
HDD- 500GB & 1TB Seagate
PSU- Zebronics 400W
As my CPU automatically off within 3-5sec, I used clip/jumper in my EATX PWR to keep it open. I succeed but now monitor is blank.

Okay, first thing first..

Some mobos have a bios option to power on automatically after a power loss, not sure that is case here but it is possible. As your system powers off again it would seems to be either PSU or mobo failure and as you can keep it powered by using a paper clip it seems that it's more likely to be a faulty mobo.
What you can do..

-Test with a different PSU to rule that part out.
-Try to boot with only system disk, 1 stick of ram and onboard gpu if you have with that cpu (not sure).

CPU or ram failure wouldn't cause the system to power off again, but usually give an error code with pc speaker or onboard led diodes or in worst case cause an endless reboot loop.
